William Clare “Bill” Foy

William Clare “Bill” Foy of Blanding, UT passed away on Tuesday, December 18, 2018 at his home due to cancer.
Bill was born June 14, 1931 in Panguitch, UT to Clarence Ipson Foy and Thora Mae Judd. He was the third of four children.
His dad was a farmer, and he spent his young years helping his dad on the farm. He graduated from Panguitch High School in 1949.
He went into the Air Force for four years and was a military policeman. He spent most of those years in the Philippines during the Korean War.
When he got home, he started working on a Chevron Seismograph crew and went to different places in Utah. He went to Blanding, UT and met Oaine Black, the love of his life.
They were married in the Mesa, AZ Temple of the Church of Jesus Christ of Latter-day Saints on Feb. 14, 1957.
He then went to barber school and worked as a barber both in Monticello and Blanding for 40 years.
Bill and Oaine had eight children: Tammy (Jeff) Tenney, Vickie, Teresa Decker, Jed (Wendy), Billie Jo Edwards (Brad) Stoddard, Van Frost (deceased), Mark (Brenda), and James. They have 12 grandchildren and six great-grandchildren.
Bill is survived by his wife, children, and sister Margaret Ann Johnson.
He is preceded in death by his son, parents, brother Rey L and sister Nada Lay.
Funeral services were held Saturday, Dec. 22 in Blanding with interment in the Blanding Cemetery. The family would like to thank the Rocky Mountain hospice staff for the care they gave Bill in his final months.
