Scott was born on April 5, 1962 in Sedan, KS, the son of Otis Gene and Betty Joan Gastineau Smart. Gene and Betty later divorced, and Betty moved to Moab, UT, where she married Lee Cosmer Herring.

In his spare time, Scott loved to spend time with his sons and his grandchildren. Scott could also be found riding a Harley, trapping, hunting, at a casino, playing the guitar and singing.
His favorite football team was the Denver Broncos, and Scott fulfilled a life-long dream of attending a Broncos game when he went to the AFC Championship game with his three sons in January, 2016, where Peyton Manning “DEFLATED” the dreams of Tom Brady and went on to win Superbowl 50.
